Agreement Establishing the SPASAI
Preamble
WHEREAS, it is recognised
that there is a need for a regional organisation of Supreme Audit
Institutions which would promote understanding and co-operation among
Supreme Audit Institutions in the region;
WHEREAS, there is a
growing awareness on the need to fortify and strengthen the respective
Supreme Audit Institutions within the South Pacific region through
training and continuing education;
WHEREAS, the above
aspirations can be effectively realised by the establishment of a
regional association of Supreme Audit Institutions;
WHEREAS, International
Organisation of Supreme Audit Institutions (INTOSAI) has agreed to
recognise such an association as a Regional Working Group and the
Supreme Audit Institutions of Australian States have agreed to support
it;
NOW THEREFORE, be it
accepted that there shall be established a regional association of
Supreme Audit Institutions, hereinafter called the South Pacific
Association of Supreme Audit Institutions (SPASAI).
ARTICLE I -
OBJECTIVES

It shall be the
objective of SPASAI to encourage, promote and advance co-operation
among members in the field of Public Audit.

In particular SPASAI
shall:
-
promote understanding
and co-operation among member-institutions through exchange of ideas
and experiences in the field of Public Audit.
-
provide facilities
for training and continuing education for government auditors with a
view to improving the quality of their performance.
-
serve as a centre of
information and as a regional link with organisations and
institutions in other parts of the world in the field of Public
Audit.
-
promote closer
collaboration and brotherhood among auditors in the service of the
government of the respective member-institutions and among regional
groups.
-
assist each other by
providing technical assistance and exchange of expertise that will
benefit members in the field of Public Audit.
-
co-operate with
non-member Supreme Audit Institutions in the South Pacific region.
ARTICLE
II - FUNCTIONS
The
functions of SPASAI shall include the following:

To organise
conferences and seminars for the exchange of ideas and experiences
in the field of Public Audit.

To encourage and to
promote research and to undertake publication of research papers and
professional articles in the auditing and related fields.
ARTICLE
III - MEMBERSHIP
-
Membership of the
group previously known as "Heads of Audit Officers of the South
Pacific" as specified in the Schedule annexed to this Agreement
shall be the founding members of SPASAI.

Membership shall be
open to Supreme Audit Institutions of the countries, states and
territories within the basin of the South Pacific.

Members shall cease
upon withdrawal by a member institution which shall take effect at
the end of six months for the date of notification of withdrawal
served to the Assembly.
ARTICLE IV
- ASSEMBLY
-
There shall be an
Assembly of SPASAI which shall consist of all members who shall be
represented by the Heads of Supreme Audit Institutions or
representatives duly authorised by them.

The Assembly shall
have the following powers and duties:

to formulate such
policies as may be deemed necessary to attain the objectives of the
association.

to elect from among
themselves a Chairman.

to decide which
country, state or territory shall host the next Assembly.
-
to make rules and
regulations and lay down procedures of business and to amend the
same.
-
The Assembly shall
meet at least once in every three years.
-
Special meetings of
the Assembly may be convened:
-
The Assembly may
establish such sub-committees as it may consider necessary.
-
Resolutions put to
the Assembly shall be passed if approved by a majority of the
members.
-
Between two
Assemblies resolutions may be circulated for approval by the
majority of the members but any resolutions so approved shall be
submitted for consideration at the next meeting of the Assembly.
ARTICLE V -
SECRETARIAT
-
The Secretariat shall
be headed by a Secretary General, who shall be the Head of a
member-institution, selected by the Assembly.

The Secretariat shall
perform administrative functions including the following:
-
keeping of records
and files.
-
the dissemination of
necessary information by providing continuing contact among
member-institutions
-
the performance of
other related duties that may be assigned to it.
ARTICLE VI - FINANCE
-
Members
shall contribute financially to the functions of SPASAI
