Certification of Staffs engaged in the 3i Programme

The International Organization of Supreme Audit Institution (INTOSAI) Strategic Plan envisages the role of the INTOSAI Development Initiative ( IDI ) to take forward the implementation of the International Standards of Supreme Audit Institution (ISSAI). In 2012, the IDI began work on this mandate through the ‘3i programme’.

One of the objectives of the programme is to create capacity for implementation of ISSAIs in various regions of INTOSAI including AFROSAI-E, ASOSAI, CAROSAI, PASAI and EUROSAI. The objective of this programme includes:

•    development of products by a team of experts and ISSAI mentors for the various regions.
•     offering of ISSAI certification programme to participants from member countries in the various INTOSAI regions.

The work of the experts and mentors which were undertaken from 2012 and 2013 comprised the development of the ISSAI Compliance Assessment Tool ( iCAT) , e-course learning materials and audit manuals for the three streams of audit namely financial, compliance and performance audit. The OAG’s Director of Audit- Performance Audit Group is a mentor for the performance audit stream for the Pacific region.

The ISSAI certification programme involved the selection of participants from various INTOSAI regions.

The participants undertook an e-course on iCAT, an e-course on ISSAI and attended a face to face workshop for facilitation skills. Five officers at the Audit Manager level were involved in the programme for OAG.

The activities under the programme has been completed f or the financial and performance audit streams. For the compliance audit stream, activities are expected to be completed in 2014. The mentor and the facilitators for financial and performance audits received their certificate from the Auditor General in January this year during the Office first staff meeting. Following the certification, the mentor and the facilitators are now IDI ISSAI Mentor and IDI ISSAI facilitators
